A .zip file is the standard archive for game resource packs.

Drag the ULT_Texture_Pack_PT_4_(INSTALL).zip directly into that folder. ULT_Texture_Pack_PT_4_(INSTALL).zip

Return to the game, find the pack in the "Available" column, and click the arrow to move it to "Selected." ULT_Texture_Pack_PT_4_(INSTALL).zip

Open your game and go to Options > Resource Packs > Open Pack Folder . ULT_Texture_Pack_PT_4_(INSTALL).zip
