The only way to progress is to "consume." To keep the simulation running, the King must select subjects to be sacrificed. As the King consumes his kingdom, his character model grows larger, more distorted, and increasingly monstrous.
The title Ouroboros refers to the snake eating its own tail. Eventually, the King runs out of subjects.
