Unlike single-player GTA:SA, you generally cannot install your own car mods locally to see them on every server. MTA is designed so the server dictates what models you see to ensure everyone has the same experience.

The easiest way to experience BPAN in MTA is to join a dedicated server. In MTA, servers automatically download all necessary car models, skins, and scripts when you connect. Open your MTA:SA client. Go to Server Browser . Type "BPAN" or "ﾐ岱渙籍�" in the search bar.
