The Cold Zone must be established as the outermost layer of an incident, located beyond the Warm (Contamination Reduction) and Hot (Exclusion) zones.

: Units should approach and stage from upwind and uphill of the incident to prevent unexpected exposure if conditions change.

: It should be free from contamination, direct life threats, or immediate hazards.
